Why can a Short be unavailable?

A removed, private, members-only, age-restricted, or region-restricted Short may not be available to the conversion server.

Does a higher bitrate improve every Short?

No. MP3 bitrate controls the output encoding, but it cannot restore detail missing from the original source audio.
